A tool being available does not establish that people can use it effectively or that the service has improved. Value develops through the work it enables and the outcomes that can be observed.
Application
Before launch, describe what will change in a real workflow and how the organisation will assess that change.
Context and limits
Some technical investments have indirect benefits. Their value still needs an appropriate account rather than a single usage measure.
